UN: Independent Prisoner Complaints System is Essential to the Prevention of Torture and Ill-treatment Irish Penal Reform Trust (IPRT): "The Committee is also “gravely concerned” at the ongoing detention of 16 and 17 year olds in St Patrick's Institution, and has called on the State to confer on the Ombudsman for Children the power to receive individual complaints from children held at St Patrick's."?15 year olds in 1964/16 and 17 year olds in 2011?Maybe if the ombudsman for children investigated the complaints of the 15 year olds who were in st.patricks in 1964 she may be able to force the state's hand to comply with the un committees recommendations.?
